Four members of the Babbar Khalsa International (BKI) have been charged by the National Investigation Agency (NIA) in relation to a grenade attack that took place in Chandigarh in September 2024.
Important individuals named in the chargesheet, which was filed with the Special NIA Court in Chandigarh, include Harwinder Singh Sandhu, also known as Rinda, who is based in Pakistan, and Harpreet Singh, also known as Happy Passi, who is based in the US. According to reports, both were the main conspirators behind the attack and are classified as terrorists.
According to the NIA’s research, Rinda and Happy Passi gave local operators in Chandigarh vital logistical support—such as money, guns, and ammunition—so they could carry out the operation. Because they thought he was the owner of the targeted house, the attackers set out to assassinate a retired Punjab Police officer.
Two local agents, Rohan Masih and Vishal Masih, were also enlisted by Rinda and Happy Passi. They were told to scout the target before conducting the grenade attack.
For their participation in organising and facilitating this act of terrorism, the NIA has charged all four of them under different provisions of the Explosive Substances Act and the Unlawful Activities (Prevention) Act (UAPA).
In order to find and capture other BKI network members operating in India, the agency is still conducting investigations.
