The possible relaxation of the US travel advisory on Jammu and Kashmir would be a significant diplomatic win for New Delhi, according to foreign affairs specialist Michael Kugelman
He clarified that doing so would support India’s attempts to project normalcy in the area in the wake of Article 370’s abrogation in 2019.
Kugelman highlighted the historical significance of the recent meeting between US Ambassador Sergio Gor and Jammu and Kashmir Chief Minister Omar Abdullah in Srinagar. He pointed out that this was the first time a US ambassador has visited the Union Territory since Operation Sindoor, which India initiated in retaliation for the terror assault in Pahalgam in 2025 that was supported by Pakistan.
He highlighted the unconventional diplomatic backdrop, recalling that President Donald Trump had previously claimed to mediate a ceasefire between India and Pakistan after Operation Sindoor.
Trump also made unusual remarks about helping both sides find a solution to the Kashmir issue, which diverged from traditional US policy. Kugelman argued that against this backdrop, the Ambassador’s visit to Kashmir carried added significance.
He emphasized that allowing US citizens to visit would be a worldwide endorsement of better security situation in Jammu and Kashmir. He claimed that such a move would directly support India’s long-term diplomatic objectives of presenting the area as secure and stable.
The Indian government has continuously sought international legitimacy for its assertion that the 2019 constitutional amendments were intended to normalize Kashmir, Kugelman continued.
He clarified that downgrading Washington’s Level 4 “do not travel” recommendation will send a strong message to Americans and the global community that Kashmir is safe for investment and tourism. In addition to being a policy victory for India, this would improve bilateral relations between Washington and New Delhi.
Kugelman recognized that the preliminary results of Ambassador Gor’s travel to Srinagar already indicate a deepening of India-US engagement, but he cautioned until official embassy pronouncements are made. He emphasized that the envoy’s statement that Jammu and Kashmir is a “important part of India” waAmbassador Gor, speaking after his meeting with Chief Minister Omar Abdullah, praised the security measures taken by the Union Territory administration and the central government. He described Jammu and Kashmir as an incredibly beautiful place and expressed his delight at visiting for the first time. He confirmed that discussions had been warm and cordial, with follow-ups planned in Washington and New Delhi.
The US envoy signalled a possible shift in Washington’s stance by stating that the United States would re-evaluate its travel advisory. He noted that incredible steps had been taken to make the region safer and emphasised that the advisory is periodically reviewed.
While he refrained from making any immediate announcements, his comments suggested that a downgrade of the advisory is under consideration.
