Prior to US Ambassador Sergio Gor’s first visit to the Union Territory, Chief Minister Omar Abdullah has made it clear that New Delhi, not Washington, must find a solution to Jammu and Kashmir’s issues.
Abdullah emphasized that foreign governments have no authority over local matters, despite the fact that Gor’s comments characterizing J&K as a “significant part of India” had sparked protests in Pakistan and plaudits in India.
Omar Abdullah made it clear that he would not go to a foreign ambassador for solutions, but he would meet with Ambassador Sergio Gor to discuss the situation in Jammu and Kashmir. Reiterating that the Union Territory’s governance is solely the responsibility of India’s central government, he emphasized that it would be improper for him to convey grievances to the ambassador of another nation.
Sergio Gor, the US Special Envoy for South and Central Asia, arrived in Srinagar on his first solo trip to Jammu and Kashmir since the terror assault in Pahalgam in 2025, which was supported by Pakistan, and the repeal of Article 370 in 2019.
His visit, which is the first by a current US ambassador to the Valley in seven years, highlights Washington’s increasing interest in the area.
Gor lauded Jammu and Kashmir’s beauty and enhanced security during his meeting with Omar Abdullah, calling it a “significant part of India.” He made a suggestion that Washington may reevaluate its Level 4 “Do Not Travel” advise for the Union Territory, which has long been criticized for harming tourism and suggesting instability. According to Gor, the US periodically reviews its travel advisories and will consider whether to downgrade the present oneWhile acknowledging the envoy’s attention, Abdullah minimized the importance of the visit, stating that “Washington won’t solve Kashmir’s problems.” He emphasized that while adamantly insisting that regional issues remain internal to India, talks with Gor concentrated on expanding and strengthening connections in tourism, horticulture, and the new economy.

Gor’s schedule includes a visit to Ladakh and meets with Lieutenant Governor Manoj Sinha. Given that the US hasn’t chosen an ambassador to Pakistan since 2025, his simultaneous roles as US Ambassador to India and Special Envoy for South and Central Asia give the visit more significance. This heightens the impression that, at a delicate moment, Washington is moving closer to New Delhi.
In response to Gor’s comments, Pakistan issued a formal protest and called in the US Charge d’Affaires in Islamabad. Gor’s remarks were deemed “factually incorrect” and “irresponsible” by its foreign ministry, which also accused the envoy of undercutting Washington’s long-standing stance on international law and Kashmir. The idea that Jammu & Kashmir is a part of India was explicitly rejected by Islamabad.
For New Delhi, which has been requesting international recognition of security advancements in Kashmir since 2019, the envoy’s recommendation to revise the travel advisory is especially crucial. In line with its long-term objectives of normalizing the area and projecting stability, analysts contend that if the US follows through, it would be a significant diplomatic win for India.
